PCG is looking for a Senior Consultant in Medicaid policy and funding as it relates to children’s behavioral health services and child welfare and juvenile justice services. This role requires strong Medicaid policy and reimbursement experience along with a strong understanding of CMS regulations governing Medicaid reimbursement, including the rehabilitation option, EPSDT, managed care, state plan amendments, Medicaid waivers and experience leveraging multiple funding sources. Your primary focus will be on growing and delivering a portfolio of consulting projects, driving sales efforts, managing teams, and ensuring the highest standards of excellence in project delivery. Including conducting research, technical assistance, proposal writing, policy analysis, strategic planning, procurements, program development, quality improvement, financial and reimbursement strategies, operational support, evaluation, product development and a range of other tasks. This individual should have insight into how to motivate state Medicaid programs to adopt innovative approaches designed to improve child and family well-being and to coordinate with child and family service programs including child welfare, juvenile justice, early childhood, childcare, children’s disability services, and children’s behavioral health services.

Key responsibilities include:
Project Management
Lead the planning, execution, and monitoring of Medicaid consulting projects from inception to completion.
Define project scope, objectives, deliverables, and timelines in collaboration with clients and internal teams.
Oversee project budgets, resource allocation, and risk management to ensure projects are completed on time and within budget.
Provide regular updates and reports on project progress to stakeholders, addressing any issues or concerns promptly.
Assiststates to work across systems to integrate funding streams and programs,
Business Development
Identify new business opportunities and cultivate relationships with potential clients with a particular focus on state Medicaid agencies, children’s behavioral health, child welfare and juvenile justice Agencies, HHS agencies, and large employer organizations.
Lead sales efforts, including prospecting, proposal development, and presentations to secure new consulting engagements.
Identify new and emerging opportunities in growth industries related to Medicaid.
Leadership
Provide leadership, guidance, and mentorship to junior consultants and project teams to foster professional growth and development.
Delegate tasks effectively, monitor team performance, and provide feedback to ensure high-quality project outcomes.
Foster a collaborative and inclusive team environment that encourages knowledge sharing and innovation.
Project Execution
Ensure the delivery of high-quality consulting services that meet or exceed client expectations and industry standards.
Conduct regular reviews and assessments of project deliverables to ensure alignment with client objectives and best practices.
Proactively identify opportunities for process improvement and drive initiatives to enhance service delivery effectiveness and efficiency.
Qualifications
Bachelor degree or 10 years’ experience required; graduate degree preferred
10 years’ relevant work experience.
Preferred Experience
Strong familiarity with the Medicaid system (e.g.1115 and other waivers,residential rehabilitation, targeted case management, state plan amendments, demonstration projects, managed care)
Strong grasp of key Medicaid concepts, present-day challenges, and emerging solutions.
Experience with providing advisory/consulting services to employers, government organizations, industry organizations, etc.
Participation in and connections to national associations, philanthropic organizations, research organizations, and other groups of leaders committed to improving outcomes for children and families.
Prior leadership or management experience in work involving publicly funded healthcare including policy, administration, operations, compliance, research, consulting, and/or evaluation.

PCG provides the following reasonable range of compensation for this role: $79,500 - $128,000

Compensation:
Compensation for roles at Public Consulting Group varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience. As required by applicable law, PCG provides the following reasonable range of compensation for this role below. In addition, PCG provides a range of benefits for this role, including medical and dental care benefits, 401k, PTO, parental leave, bereavement leave.
